I understand the concern that you have for this. I would urge you to please test out the change on the PTR when you get the chance and give feedback on it there.
The intent at this point with this change is to remove some of the front load damage in favor of more group utility. This was the intention of the original Hemorrhage buff and we're working toward getting it back where we feel it's going to be the most balanced and beneficial both. That said, we are always on the lookout for constructive feedback on these changes.

Hemorrhage is a terrible form of utility. Just scrap that idea because putting points deep into Subtlety greatly reduces your long term sustained damage enough to where the Hemorrhage debuff does not make up for your personal damage lost.

QFT, we'd also like to be able to spec something other then combat. But there are classes in worse shape.
-15% DMG is so worth +1 physical dmg for the RAID! Now that's UTILITY, baby!

Yeah, but the flipside is that it did make for it and do roughly the same damage overall as combat swords, everyone would switch to Hemo because of the fun/useful talents early in the Sub tree (Camo/MoD).

Unfortunately the group utility comes at the cost of soloing speed. Any chance of a compromise at 120% and 41 damage?
(Also, reduce the Shadowstep cooldown to 15 secs.)

I believe that would be a reasonable compromise.
Also, instead of a flat cool-down reduction on Shadowstep how about adding Shadowstep to the talent Elusiveness?
Elusiveness would reduce the cool-downs of Vanish and Blind by 45 / 90 seconds and the cooldown of Shadowstep by 5 / 10 seconds.
I think 15 seconds would be a little overboard personally but 20 seems like a sweet spot.
